I defend the idea that the Plan Borloo has not generated a unified sector configuration (as defined by sectorial-based regulation approaches). The Plan Borloo has introduced institutional arrangements that aim to constructing a market for lifestyle and home care services. Theses arrangements are mobilised both by new players and by historical suppliers but non-homogenously and differently than expected by the Plan. The consequence is a double crisis (crisis of the new player “brand names” and crisis of the historical third sector actors) that my conclusion explains. |
