description The problem of "soft power" measuring is the subject of criticism from the opponents of the concept presented by political scientist J. Nye in the early 1990s. The use of various methods in the formation of rankings of countries with "soft power" gives different results, which reduces the credibility of the received information. Besides, the lack of a unified measurement standard makes such rankings an object of political manipulation, emphasizing the "soft power" of some states and underestimating of the others. This article is devoted to the study of leading cross-country rankings and "soft power" indexes ("IfG-Monocle Soft Power Index", "Soft Power 30" and "Global Soft Power Index 2020"), including an analysis of the parameters chosen by the analysts to measure the capital of "soft power". Using the case of the Russian Federation, comparing the country's position in the indicated rankings, it can be concluded that scientific tool in this sphere is weak, which leads to a mismatch between the real position of countries in the international field and their rating score.
