Summary:After 9/11, the NYPD, feeling disarmed and isolated in the face of political violence, created its own counter-terrorism capacity with a division dedicated to intelligence. This intrusion of the NYPD into the intelligence community created and rekindled tensions with the FBI, which considered that the fight against terrorism on U.S. soil should be conducted under its direction. Contrary to the recommendations of the 2004 report of the National Commission on Terrorist Attacks Upon the United States (commonly referred to as the "9/11 report"), the rivalry between the NYPD and the FBI was counterproductive to the fight against political violence in the United States and almost led to a major terrorist attack in New York on September 11, 2009.
