However, they also pose severe risks to the sea’s fragile environment, due to shipping-related emissions and discharges, biofouling, noise pollution and potential oil spills. It is, therefore, crucial to address the challenge of ship-based pollution and ensure safety of navigation. Concisely describing how and on the basis of what mandate HELCOM addresses these challenges, thereby safeguarding the regional environment while also contributing to regional maritime security, this article focuses on one of the lesser-discussed aspects of the organization’s work. |
