Lithuanian-Russian relations in 1990-1996: A study of Lithuanian foreign policy
Published 1997-06-01“…In 1990-1992, while the Sąjūdis government was in power and the formation of foreign policy was concentrated in the hands of the Chairman of the Supreme Council, Landsbergis, in Lithuania's policy towards the Soviet Union and later towards Russia dominated a strict and uncompromising position. In contrast, after general elections in October 1992, the Lithuanian Democratic Labor Party, which received an absolute majority in the parliament, and its leader Brazauskas, who won presidential elections in February 1993, started to pursue a more adaptive policy and was trying to avoid political statements and declarations that were of no concrete use and were merely offensive in respect to Russia. …”

Differences in neuronal ciliation rate and ciliary content revealed by systematic imaging-based analysis of hiPSC-derived models across protocols
Published 2025-04-01“…Interestingly, we found that while GPR161 signal almost completely disappeared from cilia upon Sonic hedgehog (SHH) stimulation in NSCs and immature neurons, this was not the case in more mature neurons, suggesting a possible developmental time window for cilia-dependent SHH signaling.ConclusionTaken together, our results provide a systematic description of cilia in hiPSC-derived neuronal cells generated with different protocols, underscoring the importance of selecting the optimal model system and controls for investigating primary cilia in hiPSC-derived neuronal cells.…”

A text classification method by integrating mobile inverted residual bottleneck convolution networks and capsule networks with adaptive feature channels
Published 2025-01-01“…The use of the sparsemax function instead of the softmax function for dynamic routing within the Capsule Network directs the network’s focus more on capsules contributing significantly to the final output, reducing the impact of noise and redundant information, and further improving the classification performance. …”

Block diagonalization of (p, q)-tridiagonal matrices
Published 2025-08-01“…We extend the method to more general (P,Q)\left({\mathcal{P}},{\mathcal{Q}})-tridiagonal matrices, where P{\mathcal{P}} and Q{\mathcal{Q}} are sets of positive integers, covering general banded structures. …”

A Privacy-Masking Learning Algorithm for Online Distributed Optimization over Time-Varying Unbalanced Digraphs
Published 2021-01-01“…The proposed algorithm can not only protect the privacy of participants without compromising a trusted third party, but also be implemented on more general time-varying unbalanced digraphs. Under mild conditions, we then show that the proposed algorithm can achieve a sublinear expected bound of regret for general local convex objective functions. …”

The Arctan-X Family of Distributions: Properties, Simulation, and Applications to Actuarial Sciences
Published 2021-01-01“…The purpose of this paper is to investigate a new family of distributions based on an inverse trigonometric function known as the arctangent function. In the context of actuarial science, heavy-tailed probability distributions are immensely beneficial and play an important role in modelling data sets. …”

G-TS-HRNN: Gaussian Takagi–Sugeno Hopfield Recurrent Neural Network
Published 2025-02-01“…For each neuron, the G-TS-HRNN associates an input fuzzy variable of <i>d</i> values, described by an appropriate Gaussian membership function that covers the universe of discourse. To build an instance of G-TS-HRNN(s) of size <i>s</i>, we generate <i>s</i> n-uplets of fuzzy values that present the premise of the Takagi–Sugeno system. …”
