    “…The article is devoted to the procedures for constructing a strategy for the development of municipalities in the Russian Federation, both in terms of considering the formation of approaches to shaping the prospects for possible changes, and with respect to methods that allow us to determine the future on the basis of a set of strategically significant goals that are formed based on the results of constructing the target configurator.The goal is to compare different points of view on the organization of methodological support for the process of formulating the strategy itself and determining its main content and, as a result, to show the author’s version of the algorithm for constructing the strategy slogan and filling it with the content of strategic projects and programs.Methods for constructing mental maps were used, including the tools for analyzing the situation, forming a hierarchy of strategic goals, and determining the main content of the strategy for the development of the municipal formation.It is shown that in the scientific literature the controversy continues about the algorithms, methods, models and tools for the development of the strategy for the development of municipalities, and universal methods for developing strategies have not been worked out.The structure of strategic goals is determined as a result of the analysis of the factors of the external and internal environment, as a result of the analysis of the existing strategy of the municipal entity (legal or illegal), as the concretization of the Vision and the Mission. and also as an orientation to the reference variants of goal-setting in the municipality. …”
