| Summary: | The study focused on the role of political leaders in enhancing effective service delivery in Kabale Municipality. It was guided by three objectives: to assess the role of political leadership in promoting the availability of services, to examine how political leaders improve accessibility to services, and to evaluate the impact of political leadership on ensuring the quality of services in Kabale Municipality. A descriptive research design was employed, aimed at generating insights based on past events. Data were collected using questionnaires and interviews, with century and purposive sampling methods employed to select the sample size of 144 respondents. Both qualitative and quantitative methodologies were used for data analysis. The findings highlighted the role of political leadership in promoting the availability of services in Kabale Municipality, including ensuring efficient and effective service delivery, formulating and implementing policies to guide service delivery, resource allocation, establishing systems of accountability and transparency, leading public sector reforms, and engaging citizens in decision-making processes. In terms of accessibility to services, the study revealed that political leaders play a crucial role by creating and enacting policies and legislation, ensuring equitable resource distribution, promoting infrastructure development, decentralizing services, advocating for laws and policies, and raising public awareness to inform citizens. Regarding the impact of political leadership on ensuring quality services, the study found that corruption is a major obstacle to effective service delivery. However, political leaders can enhance quality by monitoring and evaluating service delivery, involving citizens in the monitoring process, increasing transparency, setting clear priorities for service delivery, and building trust with citizens and stakeholders. In conclusion, the study reiterated the vital role of political leadership in promoting the availability of services in Kabale Municipality through efficient service delivery, policy formulation and implementation, resource allocation, and the establishment of accountability and transparency systems. |
