Summary: | The study assessed the role of government projects and youth employment in Kisoro District: A case study of youth livelihood program. The study was guided by three objectives which include: identifying the factors that hinder youth involvement in government programs in Kisoro district, establishing contributions for YLP to gainful employment opportunities among the youth in Kisoro district, and investigating the challenges faced by YLP in Kisoro district. Both qualitative and quantitative methods were used to analyze data. The study revealed that the factor that hindered youth from being involved in government programs in Uganda is that most youth were being hindered by corruption on how to be registered at the sub-county and receive the funds in a group which hinders them from participating in YLP. The study also showed that lack of training of the youth and policy implementers was the major challenge affecting the YLP in the provision of quality service delivery among people in Kisoro district, YLP put more emphasis on multiple areas, namely to provide capital to young entrepreneurs, avail business development services, facilitate linkages in supply chain and create market opportunities for goods and services produces by youth services such as training and mentorship, business plan competition and developing partnership with public and private institutions. Kisoro District like many other districts in Uganda has also been at the forefront of this noble cause. The study reveals significant progress has been made on the road to the success of these youth empowerment projects due to YLP. The study concludes that the government’s introduction of YLP in Uganda with a view to encouraging the youth to venture into self-employment, is a very generous move that deserves all the support from various stakeholders. Long-term measures like continuous entrepreneurship training should be put in place to improve chances of success. The study indicated that most of those who succeed in entrepreneurship are either trained on the kind of businesses they venture into or continue business training as they progress. Therefore, for the YPL to succeed, both short and long-term measures must be embraced. The study recommends that it is of significant importance that the Ministry of Gender, labor, and Social Development develops mechanisms that will enhance youth access to YLP by scrapping business registration costs, and business licensing costs, Equally, the age bracket for registration of businesses should be flexible from 17 years to 35 years old to ensure youth are encouraged early enough to venture into entrepreneurship, and also accessing YLP. |
