Summary: | The study investigated the role of financial management in influencing the performance of Local Government. The study was guided by three objectives which were: to establish the role of financial mobilization on the performance of local government. to find out the role of financial controls influencing the performance of Kabale District Local Government, to find out how administrative accountability affects the performance of Kabale District Local Government. A targeted population of 59 respondents was considered for the study. These included the CAO, CFO, accounting Officer, staff of Kabale District Local Government, and customers. Both simple random and purposive sampling techniques were used in identifying the study sample size. The methods that were used in data collection included questionnaires, observation, and interviews. Data collected was edited, coded, entered into the computer, and analyzed with Excel, a Microsoft statistical package, the results were presented in tables. Based on the results from the study, 100% of the respondents agreed on the role of financial mobilization on the performance of local government, and these included: Kabale District realizes the significant revenue from tax returns to facilitate service delivery; the district receives loans from external bodies to fund some of the local government programs; Kabale District Local Government receives donor funding for service delivery; the grants from the central government are adequate in providing social services for the community. The study findings revealed how financial controls influence the performance of Kabale District Local Government, local governments must make decisions about how to allocate limited resources among competing needs local governments rely on various sources of revenue, including taxes, fees, grants, and other income; local governments face financial risks. From objective three, it was found out as indicated by the respondents from Kabale District Local Government that their administrative accountability affects the performance of Kabale District Local. The results indicated that most of the respondents were in agreement that community preferences are prioritized during planning for services, community members are consulted, community members are regularly provided with information about the activities taking place in the local government, the local government regularly provides feedback to the community on performance of projects, the budget process always engages all the stakeholders,. The findings concluded by showing the role of financial mobilization on the performance of local government, and these included: KDLG realizes the significant revenue from tax returns to facilitate service delivery; Kabale District Local Government receives loans from external bodies to fund some of the local government programs; Kabale District Local Government receives donor funding for service delivery |
