Summary: | The study was about evaluating government programmes on enhancing the lives of the elderly: A case study of social assistance grant for empowerment in Mitooma District, Uganda. The study was guided by objectives namely to identify the influence of government programmes on lives of the elderly, to find out the challenges facing the implementation of SAGE, and to find out the strategies to improve the welfare of the elderly in Mitoma district. The research design chosen for the study was a descriptive sample survey. Descriptive research involves the collection of data in order to answer questions concerning the current status of the subject under study. The study used a sample size of 72 from 88 respondents who were selected for the study. Different data collection tools like interview guide, and questionnaire were used. Findings from the study showed that the traditional informal family and community institutions have been eroded and weakened, and disintegrated due to modernization which has resulted in a wave of socioeconomic and cultural changes. From the findings, establishing appropriate benefit levels and ensuring appropriate targeting. Given the nature of cash transfers, checks and balances need to be in place to avoid elite capture and ensure efficient use of the funds. Improving the coverage of social assistance grants for empowerment (SAGE) is the most common strategy mentioned by respondents in that Social Assistance Grants for Empowerment (SAGE). The study concludes that old age is inevitable and as long as old age comes with poverty, people will fear older persons therefore, we must support older persons in reaching their potential by developing opportunities for them to continue as economically active citizens and leaders of the community. The evaluation has also shown that SAGE had slightly different impacts depending on the target group. The impact on productive investments was more pronounced for the VFSG group. The SAGE programme also encouraged savings for the VFSG group, which it did not do for the SCG. The study recommends that Elderly persons should be able to enjoy human rights and fundamental rights or freedoms when residing in any shelter, care treatment, or facility including full respect for their dignity beliefs and needs and privacy for the rights to make decisions about care and the quality of their lives. The elderly should have access to health care to help them maintain/help gain the optimum level of physical, mental and emotional wel1being and to prevent or delay the onset of illness. This should be done by both the government and Non- governmental organization who are the major service providers. |
