A sample of 131 respondents was used for the analysis, with data collected through questionnaires, observation, and interviews. The research employed a cross-sectional study design.
Findings indicated that Kabale DLG had a procurement work plan outlining the contract management plan, which contributes to both central and local government levels of public sector management. However, priorities were often misplaced, with projects not aligned with the actual needs of the people. Corruption was identified as a significant barrier to service provision due to the embezzlement of funds allocated for services. Respondents emphasized that planning is the most crucial management function as it encompasses the entire procurement process.
The study concluded that procurement planning is a vital activity in local government that can significantly enhance service delivery. It is essential for top management to fully support this process and for a comprehensive procurement work plan to be established to ensure a smooth procurement process and achieve value for money through effective service delivery.
The study recommended that local governments should ensure they have reliable suppliers with realistic delivery schedules that meet local government requirements. This would minimize expensive emergency purchases that negatively impact service delivery. Additionally, to strengthen procurement planning and monitoring, management should ensure that procurement policies are easily accessible to staff for proper guidance throughout the process. Awareness of the necessity for procurement plans should be raised among staff during meetings. |
