description | The study aimed to determine the impact of procurement planning on service delivery in Kabale District Local Government. The study targeted a population of 80 respondents, including user departments, the evaluation committee, the contracts committee, and the Procurement and Disposal Unit (PDU).
Simple random and purposive sampling techniques were used to select the sample size. Data collection methods included questionnaires, observation, and interviews. The collected data was edited, coded, entered into a computer, and analyzed using Excel, with results presented in tables. According to the study, 100% of respondents agreed on the roles undertaken by different stakeholders during procurement planning in Kabale District Local Government, such as each user department preparing a multi-annual work plan based on the approved budget, each entity defining its procurement requirements, and the procuring entity dividing requirements allocated to a single procurement process into separate lots.
The findings also highlighted the factors affecting service delivery, revealing that corruption hinders service provision, infrastructure development (e.g., roads and electricity) has lagged over the years, and the district lacks the finances to deliver services to residents. Additionally, contract completion auditing was found to influence service delivery. The relationship between procurement planning and service delivery showed that procurement planning initiates the entire procurement process in local government and facilitates efficient and effective service delivery in the public sector.
The study concluded by detailing the roles undertaken by different stakeholders during procurement planning in Kabale District Local Government. Recommendations included increasing government funding for the maintenance of community and feeder roads and conducting further research on the quality of services delivered to the public. |
