Description
Summary:The aim of this article is to examine the determining factors of water consumption and financial access to water for households in the Charleroi region. We also examine the social impact of the recent pricing reform in the Walloon Region of Belgium. We analyze, on a spatial basis, the relationships between water consumption and financial access, and socioeconomic, demographic and housing variables. Data concerning water consumption are provided by both of the water companies supplying the study region. Spatial variables are provided by the National Statistic Institute. The analysis shows that water consumption is independent from the socioeconomic level of households. This water consumption seems to be negatively linked to the presence of four faces houses. The part of income allocated to water is negatively related to the households’ income. The effect of the pricing reform is the increase of the difference of access to water by the setting up of an increasing-block pricing and by the increase of the wastewater charges within the price.
