description Abstract Within the COBISS system, the bibliographic database is supposed to provide a whole range of objectives: full operation of the Slovenian union catalogue COBIB, including all local catalogues, modules like cataloguing, acqusition, loan and interlibrary loan, and outputs as the national bibliography and bibliographies of researchers’ for projects’ applications required by the Ministry for Education, Sports and Science. The comparison of the two functions, one of a catalogue, and second of a bibliography, shows a great amount of overlapping which can also be seen in the IFLA study Functional requirements for bibliographic records. Four basic user tasks are defined: find, identify, select and obtain, irrelevant of the particular function the database should provide. Once defining all the objectives, both data input and the development of necessary tools can be planned, together with a reasonable human resources management.
