Ensuring budget security is of particular importance in the context of military challenges and in the process of post-war economic transformation of Ukraine. In this context, state financial control performs a leading function, since it is through it that an objective analysis of the efficiency, legality and effectiveness of the management of state financial resources is carried out at all stages – from their formation to use.
The purpose of the article is to study the subject composition of the state financial control system in ensuring budgetary security.
In the process of the study, it was established that state financial control covers all stages of public finance management – from preventive control during budget planning to current supervision of the implementation of financial transactions and final audit after the use of funds. The implementation of these functions is entrusted to specially authorized bodies and institutional mechanisms, which together form a single system of state financial control. The author illustrated this system, which is represented by a number of bodies, each of which exercises its own, clearly defined control powers within its competence.
The study analyzed the powers of the main subjects of state financial control, such as the Accounting Board and the State Audit Service. The study carried out a comprehensive analysis of the subject composition of the state financial control system of Ukraine, taking into account its role in ensuring budgetary security during the war and during the reconstruction period. The regulatory framework and functions of key institutions (the Accounting Chamber, the State Audit Service, the State Treasury, internal audit units, the State Financial Monitoring Service) are considered, as well as their interaction within the vertical of accountability. The effectiveness of the three-level control model (external audit, internal control, preventive measures) as a mechanism for protecting public finances is substantiated. The powers of control bodies are systematized in four functional areas and ways to increase efficiency are outlined, in particular through integration into the European PIFC model and the implementation of a risk-based approach to planning. Directions for institutional transformation of financial control in the context of European integration are proposed.
It is substantiated that an effective system of state financial control is a critical factor in the stability of the budget system and a tool for ensuring the economic security of the country. |
