Summary:One of the key problems for the modern society is the problem of the higher education quality and ensuring the equal access to it for everyone regardless of social, economic and cultural level. There is a wide range of the international studies, showing how the social capital acquired during education contributes to the successful socialization and life achievements. The authors point out that the function of the education as a channel of the social mobility is gradually neutralized. On the contrary, education becomes an institute of strengthening and reproduction of the inequality. The research papers of a number of the Russian authors are devoted to this topic, but these studies confirm generally the facts when it is of current interest to study the genesis of the educational inequality and the influence of the educational policy and some reforms of the national education systems on its principles and dynamics. Thus, it is important to use the comparative analysis, determining the general and special of the policies in the developed and developing countries and the countries which had the similar models of the institutional structure of the education system (the countries of the former USSR, Eastern Europe), and the factors explaining the similarity and distinctions found out.
