Summary:The integration gap between the environment and urbanization is one of the major weaknesses of the Brazilian planning and management system. We understand that this gap is a result, among other factors, of the intersectional and intercalary articulation lack between the various existing planning instruments and the different scales. Using the overlapping boundaries related to the Sinos’ River Basin and other territorial structures belonging to the Porto Alegre Metropolitan Region, as an example, we guided this debate towards an approach that takes into account the scalar articulation of socioeconomic structures and environmental issues. We propose to consider scale flexibility through new forms of articulation between instruments, adapted to the different scales and their variability, through a preliminary drawing.
