Summary:This thesis contributes to the study of norms and public policy instruments which have shaped the last forty years of urban management in Morocco. By focusing on a paradigmatic case – the urban governance of Salé (also known as the twin city of Rabat) – we are contributing to a better understanding of major policy shifts that occurred, more broadly, in the kingdom. We are also investigating collaborations, territorial compromises and ordinary sociability which inform and mold local public policies.
