| description | As can be gathered from the final results of FONDECYT No. 1095186, in public policy analysis models two critical factors stand out that shape (Stein chr(38)amp; Tomasi, 2006) the policies: a hierarchical view of society (Luhmann) and a type of normativity, at best conventional (Habermas). This paper discusses the results of an electronic survey conducted with policy makers and policy managers, consisting of 258 valid cases, in regard to the functioning of these critical factors in public policies in Chile over the last decade. The findings refute the hypothesis that public policies in the country reflect a structural and semantic tension associated with the transition from a hierarchical conception in the social and a particularist in the normative, to one that is heterarchical and universalistic.
