Summary:The rapid ascendancy of digital technologies has precipitated a paradigmatic shift in economic activity, state governance and societal organization. While heralding unprecedented efficiencies and connectivity, this transformation concurrently generates profound governance dilemmas that challenge established legal, ethical, and socio-political norms globally. This review will examine the paradigmatic shift in global digital governance through a comparative analysis of diverse regulatory approaches across the globe. By systematically analyzing five thematic areas-digital sovereignty, AI ethics, data governance, digital participation, and institutional adaptation, this review demonstrates how China’s state-centric model, characterized by comprehensive legal frameworks and technological enforcement mechanisms, represents a distinct alternative to Western liberal approaches. It illuminates the complex interplay between technological advancement, state power, individual rights, and the evolving architecture of global digital order.
