description The problem of climate change is now widely discussed by many specialists, scientists and politicians as requiring great efforts from many states. One of the recognized ways of its solution is the scenario of low-carbon economic development, which is included in the concept of sustainable development and suggests a significant decrease in the rate of global increase in the surface temperature of the atmosphere and its gradual return to the value in the pre-industrial period of human development. In order to prevent this threat, the Paris Agreement was adopted at the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) in December 2015. To date, the Paris Agreement has been signed by 194 countries of the world. The Kyrgyz Republic signed the Paris Agreement in 2015 and ratified it in 2019, which makes it mandatory for Kyrgyzstan to fulfill all the provisions of the Paris Agreement. The relevance of the participation of the Kyrgyz Republic in the implementation of the Paris Agreement is due to the fact that Kyrgyzstan is highly vulnerable to the effects of climate change. To date, serious negative consequences of climate change have been observed - the number of natural emergencies is increasing, crop yields are decreasing, glaciers are melting faster and there is a noticeable change in the surface runoff of rivers, and there is a shortage of water for drinking water supply. At the 78th session of the UN General Assembly (2023), Kyrgyz President Sadyr Zhaparov noted that climate change accelerates poverty, migration and inequality.
