| description | Children from itinerant and travelling families (EFIV) are pupils concerned by a school institutional category; witch places them de facto among the so-called “special educational needs” pupils. Based on a field survey conducted in a French department that has had an active policy of school attendance for this population for more than ten years, this contribution discusses the construction, mobilization and relevance of the EFIV category. Focusing on lower secondary school, where particular difficulties in school attendance are pointed out, the article first analyses how the institutional category was constructed with reference to the dissemination of research work dealing with the characteristics of “Gypsies” and “Travellers”. It then shows how the school institution has mobilized this category through a school attendance system. By highlighting the evolution of school attendance, the analysis deconstructs an essentialist and homogenizing conception of this population’s relationship to school. Moreover, the diversity of local implementations of the system indicates that the school institution leaves the framing of inclusion and learning modalities in the background. By creating a distinction between schooling (the pupils’ use of scholastic knowledge) and school attendance (their presence in class), the contribution thus questions the policy of inclusive schooling with regard to EFIV. |
