Summary:A technique for representing mathematical models of confusion, ambiguity, confusion, inconsistency, and inconsistency, neutrophilic logic is built on non-standard analysis. While truth membership, indeterminacy membership, and falsity membership are independent, indeterminacy is explicitly quantified in the Neutrosophic set. In many circumstances where we deal with conflicting and partial information, this is crucial. Differential equations are widely used in science and engineering to represent issues, and one of the newest areas of study is the study of differential equations with uncertainty. We used the Triangular Neutrosophic Cubic Linguistic Hesitant Fuzzy Set with the decision-making methods. Two methods are used in this study. The RANCOM method is used to compute the criteria weights of Innovation and Entrepreneurship Talent Cultivation. The PROMETHEE method is used to rank the alternatives. nine criteria and ten alternatives are evaluated by three experts. A case study is conducted to show the validity of the proposed approach.
