Summary:The Grand Paris Express is a public transport infrastructure project for the Ile-de-France region that was adopted in 2010. Elaborated during the financial crisis, lots of questions appear because of the high cost (around € 35 billion) of the project about the options available to provide the budget. This article examines the financial framework of this project, explains its evolution and origins, and provides an overview of the political and institutional landscape that led to its approval. The paper will explain how the funding of this kind of infrastructure is a key element in questioning the roles of actors and the mutual influence of the project scales. Between government initiatives, legislation, regional strategic plans and departmental or municipal actions, Greater Paris is the result of a change in the structure of public authorities in France and Paris.
