description The actors of urban planning in Algeria have traditionally focused on solving technical problems. This attitude has prevented them from considering the social values on which the primary qualities of public spaces are based. This article examines the ways in which the modes of appropriation of these spaces challenge planning practices. Our method mobilized ethnographic observation and surveys of users of three public squares recently created as part of urban improvement projects in Annaba, a city in north-eastern Algeria. The results indicate that the practices of the users point to a redefinition of the public character of the square, which corresponds much more to moral rules than to the physical and legal structuring of the space.
