Summary:Abstract. The entry of the national system of higher education in the Bologna process is explained in the article by economic circumstances – an attempt to reduce its budgetary financing by switching to a two-tier structure in the face of an unfavorable combination of demographic and financial conditions at the turn of the millennium. There are also considered such themes as: the Bologna process and the Russian educational policy today, the Bologna process and the market, the Bologna process and the modern pedagogical revolution with the involvement of the materials of the three review articles written by V.I. Baidenko and N.A. Selezneva. The author dwells on the problem of combining the spirit of the Bologna process, based on the horizontal links of universities, with the traditional distributing economy for Russia.
