Summary:National projects require a more rigorous approach in the context of constrained budget, looming risks, and digital economy. The author used standard general research methods to propose a number of improvements for the current national projects in the social sphere, taking into account the existing digital potential, possible risks, and resource shortage. The research covered such open-access legal documents as passports of national projects, state programs, and documents on strategic development on the federal and regional levels. The analysis revealed a merge between state programs and national projects, which resulted in diluted responsibility and financing. The sphere of national projects revealed no unified assessment methodology, i.e., no public control over expenditures and results. In addition, the passports of national projects featured no implementation risks. The national projects underconsideration demonstrated a rather poor use of digital tools for promotion purposes. The article introduces a set of measures that could resolve the abovementioned issues and raise the efficiency of national social projects.
