Democrats as well as Republicans have since then applied virtually the same policy towards the poor. Only the rhetoric seems to be different.Presidential campaigns are a reliable indicator of the place of the poor in American society. The poor, who are excluded from the power structure, are either stigmatized or forgotten by policy-makers, and in particular the presidential candidates.
