Summary:The Act I of 2017 of the Administrative Court Procedure has brought a fundamental change to the composition of courts proceeding in administrative cases which this paper aims to examine. The Act returned to the constitutional principle of adjudicating in panels at first instance. However, this change also affected the administration of administrative divisions of courts. Besides tackling theoretical issues, the paper presents empirical findings and reflects on an empirical research of how are courts of first instance following the principle of adjudicating in panels in administrative court procedures.
