Summary:The principle of reciprocity existed for decades in international law as one of the main levers of cooperation between nations. It was introduced in the digital sector because of two realities: the deterioration of the trust climate between the actors of the ecosystem at the regional and African sub-regional levels, and the need to educate the actors of cyberspace in the establishment and maintaining that trust, for the purposes of making life online at least as enjoyable, if not better than it is offline. Citizens of the 2000s will have difficulty being away from cyberspace despite the obvious dangers that space contains. The legal and regulatory frameworks to be put in place by States must not forget universal human rights standards. The rules are certainly important, but the virtues are just as important in creating a safe cyberspace for the digital citizens in West Africa. The target of this article is to analyze the state of play of cybernetic cooperation in West Africa in order to identify the bottlenecks and make suggestions for its sustainable strengthening.
