The article analyzes the problem of qualitative restructuring of the domestic higher education in the context of Russia's withdrawal from the Bologna process. The authors associate strategic guidelines for the modernization of education with the need to create a domestic creative system of education of the future, gaining scientific and educational sovereignty. The results of a comparative analysis of issues put forward by experts and representatives of the professional community with contradictory positions and arguments regarding the withdrawal from the Bologna process are presented. The article provides directions for searching for value-target guidelines for reforming higher education in the transition period based on the axiology of sociological education and the methodology of social didactics.
