| Summary: | This article combines research strands on international norms, framing, and riskification to elaborate the framing methods used by the International Campaign to Abolish Nuclear Weapons (ICAN) to effect an anti-nuclear weapons norm around the Treaty for the Prohibition of Nuclear Weapons (TPNW). The anti-nuclear weapons norm goes beyond the prevailing non-use norm by prohibiting all activities related to nuclear weapons. With riskification, an issue is turned into a risk, with the associated danger characterized as less than existential, lacking immediacy, and future-oriented. Risks cannot be eradicated and can only be managed; the management of risks is oriented inward toward the referent object, for example, by strengthening its resilience. By employing framing analyses from social movement theory, an examination into ICAN’s diagnostic, prognostic, and motivational framings in its three stages of norm formulation, formalization, and cascade finds ICAN’s depiction of the danger posed by nuclear weapons as well as its proposed solution as a form of riskification. It also reveals that while the framing target audience heavily determines the ICAN’s diagnostic and prognostic framings, its motivational framing relies on current global events to justify its proposed collective action. |
