On this path it has found an enthusiastic partner, culturally closed to it: Thailand, which finances and builds the largest dams, and which is the main buyer of Laotian electricity. However, neglecting the opinion of his political allies, Vietnam and Cambodia, on the environmental consequences of these dams contributes to revive old geopolitical divides.
