Summary:Problem Statement. The migration factor, which since the beginning of indepen dent Ukraine existence caused a certain percentage of changes in the publishing activity of local scientists and scientific teams and their scientific efficiency, is currently one of the main factors of the stress response of the academic society. The social crisis caused by the beginning of Russia’s armed aggression against Ukraine in 2014, scientific institutions’ funding cuts in 2016 and the beginning of a full-scale Russian invasion in February 2022 caused an increase in both external and internal migration waves among scientists. A previous study that examined the stress response in the publication activity of Ukrainian scientists involved in the problem of COVID-19, recorded, among other, new trends in the growth of the total number of affiliations with foreign institutions and their place in the ranking and the breaking ties between local scientists and institutions, and stated the need for further investigations to specify the identified trends. The goal of this work is to identify and preliminary assess the migration factor (in particular the internal migration) among Ukrainian scientists, to evaluate its main bibliometric and scientometric influence on Ukrainian science, and to develop theoretical and methodological foundations for identifying and clarifying the main approaches to its accounting and evaluation, including the possibility of using local databases. The research methodology is based on systemic and structural approaches, on the methods of comparative, logical and structural-functional analysis. The results of the study demonstrated that the migration factor, in particular - internal migration, has been present among scientists in Ukraine since the beginning of the state’s existence; during the period of the full-scale invasion of Russia, there is an increase in internal migration processes, which correlates with a drop in the publishing activity of scientists and scientific teams; the tendency to change affiliation correlates with the growth of the scientific degree. It was concluded that the migration factor significantly and negatively affects the bibliometric and scientometric picture of Ukrainian science, especially since the beginning of the full-scale invasion of Russia; persons with a doctoral degree are more likely to change affiliation; the ORCID database and Scientists of Ukraine can potentially serve as a main source base for the studies of the migration factor; the scientifical and analytical system Bibliometrics of Ukrainian Science has the potential to integrate primary information about the foreign affiliation of Ukrainian scientists. The proposals how to remove some of the identified limitations in the reliability of the obtained data and updated the Scientists of Ukraine database was presented. The necessity of further study, evaluation and consideration the migration factor in the assessment of the effectiveness of a scientific institution and scientist was stated.
