医防融合背景下卒中高危人群防治策略优化与体系建设 Optimization and System Construction of Prevention and Treatment Strategies for High-Risk Populations of Stroke under the Background of Integration of Medical Care and Prevention
卒中作为一种高发性疾病，其显著特点包括较高的发病率、严重的致残后果、较高的死亡风险及沉重的经济压力。卒中已成为危害我国居民健康的“第一杀手”，亟需实施医防融合下的防治管理工作，以应对疾病挑战，减轻患者和社会负担，提高全民健康水平。本文梳理了我国近年来卒中防治策略及体系建设情况，立足医防融合理念和政策发展，厘清了当下卒中防治工作中协调联动不足、筹资激励错位、信息共享不充分等问题，提出了重构组织管理关系、优化筹资机制、创新激励机制、强化信息共享等建议，以期为相关工作提供参考。 Abstract: Stroke, as a high-incidence disease, is characte...
