Summary:Guinea is one example of the global boom in artisanal and small-scale gold mining (ASGM). The activity is expanding outside the legal framework but not without regulation. Based on interviews conducted at mining sites between 2021 and 2023, this research focuses on the governance of ASGM and its evolution. Governance of ASGM is multiscalar and polycentric. Through a policy of fluctuating tolerance, the State guides the development of the activity. At local level, regulation of the activity is structured around several players: customary institutions, local authorities and landowners. Their governance is guided by two interconnected objectives: to create conditions for the development of the activity in order to generate a rent from the exploitation of the resource. In a context of technical transformation of ASGM, local stakeholders are increasingly competing for access to mining rents. This situation leads to a concentration of rents in the hands of a few players and a lesser consideration of environmental issues.
