| description | By taking into consideration the surveillance of elephant tuberculosis implemented in Laos since 2013, this article aims to report on the issues and challenges of animal disease surveillance in a global context of species conservation. It is based on an ethnographic survey whose purpose was to understand the role of local populations and the place of their knowledge in this device, but also the specific arrangements and transformations -in relation to the animal, and among all the actors involved- induced by the implementation of the surveillance. The stakes of the alert in link with the re-emergence of the disease among pachyderms are multiple: sanitarians, socio-economic in addition to those related to the species conservation. The article first give an overall picture of the construction of the disease as a global zoonosis, by tracing the genealogy of the alert, and taking stock of the current knowledge on the disease among pachyderms and their expression worldwide. Drawing on ethnographic inputs, the second part shows how locally the surveillance modifies the relation to the animal and reveals stakes of power and knowledge related to the management of elephants. The conclusion highlights the difficulties encountered in organizing an efficient surveillance, but also, in the context of the current elephant heritage process in the country, the real possibility to transform local knowledge into a pragmatic tool to conserve animal species, and prevent from sanitarian crisis. |
