Summary:Abstract The acceleration of technological innovation is critical to the high-quality development of artificial intelligence clusters, and the formation and persistence of regional innovation cannot be separated from the government. This article adopts location quotient and social network analysis to identify artificial intelligence clusters in China. This paper then applies dynamic panel system generalised method of moments model to investigate the relationship between industry policies and technological innovation, and the moderating role of network centrality in this link. The results are as follows: First, twenty-nine artificial intelligence clusters are identified. Interregional cooperation is the main form of collaboration for these clusters. Second, industry policies can effectively promote technological innovation in the artificial intelligence clusters. Third, the high network centrality of clusters diminishes the positive influence of industry policies on technological innovation in the artificial intelligence clusters. This research focuses on the effectiveness of industry policies from a cluster perspective, which provides guidance for fostering innovation in artificial intelligence clusters.
