| Summary: | Since assuming office, the Biden administration has emphasized biomanufacturing as a cornerstone of efforts to rejuvenate American manufacturing. This sector has become a globally significant and strategically emerging industry, showcasing substantial growth potential. The Biden administration’s biomanufacturing strategy (BMS) aligns with a global surge in initiatives to advance the field. In line with this trend, the United States has identified biomanufacturing as a vital tool for strengthening its supply chains. The Biden administration perceives the United States as confronting a range of challenges, including excessive reliance on foreign biomanufacturing supply chains, inadequate infrastructure, labor shortages, and vulnerabilities in biodefense and biomanufacturing leadership. In response, the administration is committed to bolstering domestic biomanufacturing capabilities to preserve the nation’s status as a biomanufacturing powerhouse. This goal is pursued through a “whole-of-government” strategy, which incorporates legislative, economic, and alliance-building approaches to ensure the realization of its biomanufacturing agenda. This paper employs the theory of pan-securitization to analyze the securitization practices within the Biden administration’s BMS. The key measures adopted include constructing a domestic biomanufacturing ecosystem, enhancing biomanufacturing cooperation among allies, and implementing strategies to suppress strategic competitors. However, the actual effectiveness of the strategy has been constrained by factors such as the regulatory framework for technology, the inherent characteristics of biotechnological innovations, and fiscal limitations. |
