Summary:Water is at the center of economic and social development and it is important to maintain health, produce food, produce energy, manage the environment and create jobs. Due to low rainfall and inadequate distribution of time and space, Iran needs proper management in this field. Since water governance has a set of political, social, economic and executive systems that regulate the development and management of water resources and provide water services at different levels of society, and in the context of these systems, appropriate management conditions are provided and in the context of water governance The three elements of law enforcement, legitimacy and participation are of great importance, so the quality of laws and regulations in the effective management of water resources of the country is important. The research methodology was qualitative with the GROUNDED THEORY. Data collection was done in the form of library studies, semi-open questionnaires and semi-open interviews, and the study and vectorization of the texts of the general policies of the water sector and development plans after the development of the vision document of the Islamic Republic Iran is on the horizon of 1404, which includes the fourth, fifth and sixth development plans of the Islamic Republic of Iran, to achieve theoretical saturation. Then, through open coding, 72 indicators were extracted in relation to water sector policies, and with their combination, components and dimensions resulted in the highest number of indicators related to the economic dimension, and the least of them related to the cultural dimension.
