Summary:The role of Regional Development Agencies (ADR) remains to be a reason of theoretical reflections and guidance of numerous researches. In this case, the aim is to contribute to reflect on the nature of these institutions, both in the light of the evolution of the theoretical debate, as well as considering specific experiences. Firstly, the ideas exposed by ADR need to conceptualize. Here are three key concepts; governance, development and territory. These are analyzes from the standpoint of neoclassical economics as an institutionalist, in order to recognize what features each have and what difficulties they face. Then there is a comparative analyzes of Development Agencies of the Basque Country and the north-central province of Santa Fe, Argentina. In this regard, in the contrast between thought and observed, there are a looking into a possible categorization of ADR which, finally to evaluate possible trajectories and strategic lines of action.
