| Summary: | The article analyzes the conflict that arises in the Colombian state between the local tradition of coca leaf use by indigenous communities and the international norm on drug control demanding the abolition of the native’s tradition. The norm « journey » from an international space to a national sphere requires a complex process of interaction with local actors. In order to have a real binding power, an international norm depends on the States and in the adoption process it can also be rejected or reconstructed. In our study, we favor three elements of a norm: temporality, coercive power, and space. This approach allows us to identify the actors involved, their motivations, the key moments of tensions, and the local mechanisms for managing the opposing normative systems. |
