description This paper explores the issues of building digital twins for smart cities, which can be controlled manually or with the assistance of intelligent systems. For these purposes, a specialized logic platform, Delta, is being built, which has such properties as transparency, reliability, and predictability. The Delta platform allows us to represent the digital twins of cities as a network of smart contracts that interact with each other within a unified multi-blockchain system. The inclusion of Delta-learning and Delta-connection modules facilitates knowledge acquisition and utilization for AI-driven process management and sensor integration within smart cities.
