Summary:France and Italy are currently undergoing important institutional reforms. These are tending to result in the reorganisation, in both a similar and different way, of local authorities around two entities - Regions and Metropolises. In both countries, this movement is backed by a relatively formal and ambiguous revival of territorial planning. Observation of the situation in Paris and Rome – both iconic examples of urban planning in their respective countries – suggests that, in reality, a dual process of reformulation of the principles of planning and separation of its traditional components is underway.
