Summary:This study analyses the transformations of public action in the field of combating outdoor air pollution since the period before the adoption of the Law on Air and Rational Use of Energy in 1996 to the present day. Since the early 1990s, the visibility of air pollution has been achieved through science and the development of instruments for public action on air quality. The objectification of risks reveals the polycentric and diversified nature of the initiatives that establish air pollution as a health issue. Once exposed the new representation of the public problem, the implementation of actions to reduce pollutant emissions defines new invisibilities, and the framework of air quality governance ignores policies that are decisive for reducing pollutant emissions. While the shaping of a new public policy appears to bring about profound changes, the culmination points indicate limited changes in the way environmental health problems are addressed, the outcomes point to limited changes.
