Summary:This work is devoted to the study of the methodological aspects for diagnosing the processes of providing e-services in the structures of the state administration and assessing the symmetry for the penetration of digitalization in terms of internal interactions and processes providing content for the presentation of e-services. The aim of the study is, on the one hand, to form the methodological foundations for diagnosing the degree of digitalization and establishing the truth of the scientific hypothesis of asymmetry in terms of digital transformation - the provision of external/internal e-services. The presented research and applied results can be considered as a step towards creating a unified tool for the state administration for assessment and self-assessment of the achieved phase in the process of digital transformation. The development and implementation of a unified tool for the state administration for assessment and self-assessment of a phase reached in the process of digital transformation would have a significant monitoring effect and can provide an objective information base for taking targeted governmental management decisions
