Summary:The production of knowledge necessary for the management of the environment and risks is usually entrusted to engineering consultants. This situation of epistemic delegation brings into play the ability of the sponsor to steer the entire process in order to ensure the relevance and quality of the knowledge produced. This article addresses this issue by looking at how flood risk modeling is carried out by engineering consultants on behalf of State services. It describes the practice and proposes a characterization of the piloting skills of State agents based on the representations of the modeling that guide them in their prescription and control operations. It then distinguishes more precisely what is at stake in carrying out the study, framed by the mechanisms of public procurement, and what comes under the critical evaluation of the documents produced by the engineering consultants.
