| Summary: | The paper presents the results of research conducted in the Kaliningrad Region, the subjects of which were preschoolers and younger school children, as well as university students. The values connected with health protection and the process of shaping of these values in an educational context were the objects of the research. The author not only shows the unsatisfactory level of the learners’ knowledge about the possibility of undertaking preventive health-seeking actions, but she also presents components of the learners’ attitudes and beliefs that inhibit the implementation of changes in this area. The author situates the reasons of the majority of the problems in the declarative character of the assumptions of the Russian educational health policy.
