| Summary: | [Objective] Establishment of ecological compensation mechanism is to promote the water transfer project water source area and receiving area synergistic high-quality development of important means, the construction of integrated water resource compensation mechanism by “plan + market” to solve the water source areas and receiving areas synergistic development dilemma is of great significance. [Methods] Firstly, this paper explores the impact of water resources compensation on regional synergistic development by constructing an evaluation index system and a metric model for synergistic development of water transfer projects. Secondly, it designs a “plan + market” integrated water resource compensation mechanism, and determines the proportion of the initial allocation of water rights according to the degree of synergy. Finally, the feasibility and effectiveness of the mechanism are verified through numerical simulation and case study. [Results] (1) This paper proposes a “plan+market” integrated water resource compensation mechanism that balances the equity and effectiveness of water allocation; (2) The increase of the market allocation of water rights and the decrease of the planned allocation of water rights can enable the water receiving areas with strong demand for water resources and strong ability to pay to obtain more water rights allocation, and at the same time, the water resource compensation fund can be increased. [Conclusion] The “plan + market” integrated water resource compensation mechanism based on the perspective of regional synergistic development proposed in this study is more fair and effective, and can provide a reference for the improvement of the water resource compensation mechanism of water transfer projects in China. |
