Description
Summary:This paper is about the figure of intermunicipal utilities for water management in Mexico. We argue about how decentralization of urban water management made possible the appereance of new water management models, among them the association between municipalities. The first section is dedicated to some general ideas about intermunicipality, which allows the definition of some relevant variables about this management model. Then, two Mexican intermunicipal experiences on water management are described : the one about CAASIM in Pachuca, Hidalgo, and the one about Interapas, in San Luis Potosí. The variables used in their description are : utility’s autonomy, the framing of its relationships with other relevant actors and the problems each utility has faced. From this general description, at the end of the document some general lessons are discussed.
